not just developed ones, must work together to reduce gas emissions

KAMPALA–A defiant Prime Minister Stephen Harper says he's right and the rest of the Commonwealth is wrong in wanting developed nations to reduce greenhouse gases first.
"It's the only right position," Harper told reporters yesterday at the end of the three-day Commonwealth Heads of Government Meeting in the Ugandan capital.
